    Owner Objective

    Tailored Chemical Products, Inc. (formerly known as Southern Resin, Inc.), a leading mid-sized manufacturer of adhesives with four strategically located production centers in North Carolina, was looking to update the existing Risk Management Plan (RMP) to include the new vinyl acetate process at its Thomasville facility.

    CEC Approach

    In 2013, while still operating as Southern Resin, Tailored Chemical Products retained CEC to update the Thomasville facility’s existing RMP as part of its plant expansion and process addition. CEC also provided the engineering services necessary to assist with OSHA Process Safety Management (PSM) compliance requirements.

    CEC initially reviewed and incorporated existing information associated with the plant processes including: Process and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), and mechanical equipment specification. Based on the review of the proposed process, the scope of the PSM and RMP submittal was limited to the initial vinyl acetate monitor receiving, storage and charging into batch reactors.

    CEC then prepared a Process Hazard Analysis (PHA) and conducted a site review to review the PHA and proposed operations with plant personnel. CEC identified and reviewed areas needed for plant to complete its PSM for the vinyl acetate process.

    For the updated RMP submittal, CEC performed an Off-site Consequence Analysis (OCA) for worst-case and alternate worst-case scenarios using the U.S. EPA RMP*Comp software and readily available resources to obtain information regarding the surrounding population, sensitive receptors, and critical environments. CEC prepared an electronic copy of the U.S. EPA’s required RMP*Submit as specified by 40CFR68.

    All plans were submitted within the company’s schedule and budget requirements.
