    Owner Objective

    Whirlpool Corporation (Whirlpool) is an American multinational manufacturer and marketer of home appliances, including refrigerators, ovens, dishwashers, washing machines, and clothes dryers. Findlay Division manufactures dishwashers under the Whirlpool®, Maytag®, Jenn-air®, Kitchenaid®, and Amana® brand names. The Findlay Division was the first Whirlpool plant to be built, and the first Whirlpool plant to utilize wind power with the addition of the Findlay Wind Farm.

    The Findlay Division operates in an approximately 500,000-square-foot manufacturing and assembly facility on more than 70 acres located just off Interstate 75 in Findlay, Ohio, approximately three miles north of the University of Findlay.

    Whirpool’s Findlay Division reached out to CEC for air permitting assistance. Whirlpool was looking to obtain a permit modification in order to reflect control equipment operating parameters more accurately and to avoid noncompliance with errant and outdated values. Additionally, Whirlpool required CEC’s assistance with preparation of the Title V renewal permit for its air emissions sources and, upon issuance, contracted CEC to provide the stack emissions testing in order to demonstrate compliance with the Title V permit.

    CEC Approach

    CEC continually sought ways to streamline the air permit in order to accurately reflect facility operations. CEC carefully reviewed historic permits and applications in order to identify outdated terms and conditions that should be eliminated in the renewal permit, as well as emissions unit-specific requirements that should be revised or removed from the permit. CEC worked closely with Whirlpool to understand the unique manufacturing processes utilized at the plant.

    CEC responded quickly to requests for additional information from Ohio EPA once the permit application had been submitted, and was present for a routine inspection by Ohio EPA once the permit was issued. During the emissions testing event, CEC’s source testing experts troubleshot several minor process challenges that arose during the event. Knowledgeable and effective communication between the source testing team and the Ohio EPA source testing representative ensured that event proceeded smoothly and was completed within the proposed timeframe.

    Whirlpool was able to submit its Title V renewal application on time. Facilitated by frequent communications with Ohio EPA, Whirlpool obtained its Title V Operating Permit quickly. CEC performed the compliance emissions testing.
