Aaron Goslee, P.E., joins CEC Phoenix as a Principal in our Civil Engineering practice and the Transportation Lead for our Arizona operations. He has over 24 years of experience in transportation project design, delivering innovative solutions while ensuring consistent communication with clients.
Aaron has extensive experience managing projects from start to finish, leading multi-discipline design teams to complete the planning and final design packages for various agency and stakeholder transportation projects. Aaron specializes in transportation design and drainage design including waterway modeling, sewers/culverts, and stormwater detention. He also has participated in the design development of trails/pathways, streetscapes, and water/wastewater utility installations. Aaron has worked on various roadway projects including new interstate highways, highway rehabilitation, added travel lanes, intersection reconstruction, roundabout construction, and local road construction. He has a strong background in multi-agency coordination and permitting and often works with towns, cities, and counties to provide the best product for the client and community.
Aaron is a licensed professional engineer in Arizona, Colorado, Idaho, and Indiana. He is a member of the American Council of Engineering Companies of Arizona and has a bachelor’s degree in civil engineering from Purdue University.

Gary Karaboulad, P.E., joins CEC Phoenix as a Principal in our Civil Engineering practice. He has more than 41 years of professional experience as a transportation and structural engineer.
Gary’s expertise includes the design and construction of roadways, along with a variety of specialized highway structures like bridges, earth retaining structures, and sound walls. He has been involved in the design review and quality control of multi-story commercial buildings, single-level residential homes, airport structural reviews, and more. He has also reviewed numerous multi-span American Association of State Highway and Transportation Officials (AASHTO) girder, cast-in-place, and post-tensioned box girder structures. Gary is actively involved with the Arizona Department of Transportation (ADOT), participating in ADOT’s Bridge Group for eight years and two years with ADOT’s Phoenix Construction District. During this time, he designed and developed their Sign Structures and Variable Message Sign Structures Standards, New Pedestrian Fence Standards, and updated the 1992 B2 Box Culvert Standards.
Gary is a licensed professional engineer in Arizona and a member of the American Institute of Steel Construction, the American Society of Civil Engineers, and the American Council of Engineering Companies of Arizona. He has a master’s degree in civil engineering from South Dakota State University.
